Perhaps relevant to this problem, someone informed me that on win10 "the network adapter needs to be reset on some upgrades to allow programs other than Edge internet access. It is a command line process that is fixed, as I understand it, in this week's roll up for Windows 10. ... look for this week's Windows 10 fixes."
